QUESTION:

Rule 2- 5/8.5: Match Play

I was playing a match at the Polo Golf Junior Classic and my ball landed on a maintenance road on the ninth hole. I discussed whether I was entitled to relief with my opponent and we decided that I could take a drop. Before we got to the 10th hole, my opponent remembered a local rule that said the road was an integral part of the course and that I should have played the ball as it lay.
Can my opponent claim the hole?
