QUESTION:

Rule 33-8/31: The Committee
I was playing in a high school tournament at home, and there were leaves everywhere. The field at the tournament was huge too, with 120 players being on the course at the same time. We were allowed to play the "leaf rule", where if all the players in the group could agree that a ball was lost in a pile of leaves, a free drop could be taken.
Is this allowable by rule, or was the rule put in place just to speed up play?
