QUESTION:

Rule 23-1/1: Loose Impediments
Over the past few years I have become an avid golfer. I play on my high school golf team and I love to watch golf on television. One aspect of the game that I have not been able to understand is when players are removing leaves and pebbles on the putting green. Sometimes they use their hand and other times a towel. Are there any limitations as to how a player may remove loose impediments on the putting green?
