QUESTION:

Rule 19: Ball in Motion Deflected or Stopped
I played in an AJGA tournament a few weeks ago at Diablo Grande, Calif. It was raining and very windy during the first round making the course play very difficult. On the sixth hole, one of my fellow-competitors hit a bunker shot and the ball flew over the green and hit my golf bag. After discussing the situation with an AJGA rules official, we found out there was no penalty. Are there any circumstances where a player would receive a penalty for hitting a player's equipment?
