Decision 3-3:  Doubt as to Procedure

Q. While playing a round at the AJGA Southwestern Junior, I hit my ball into one of the circle tree wells. I could not find a rules official to dtermine if I get relief, so I invoked Rule 3-3 and played a second ball. I ended up scoring the same with both balls, do I have to report it to the committee? What is the ruling?
