I played in an AJGA tournament last week and one of my fellow competitors hit her ball left on No. 4 near a lateral water hazard. When we found her ball it was in the lateral water hazard. Because she could not play it she decided to take a one-stroke penalty and take her two club lengths from the point where her ball last crossed the margin of the hazard. However, the red lateral water hazard line ran parallel to the cart path so we were confused where to drop the ball. There was only about four inches of grass between the red line and the cart path. An AJGA rules official handled the situation, but I was hoping you could explain this scenario so others know what to do in this occurrence.
