Rule 13-2: Improving Lie, Area of Intended Stance or Swing, or Line of Play

Q: At the Ashworth Postseason Junior at Hagerstown, there was a fence, which was not a boundary fence, that seperated the No. 8 and 18 fairways. A player's ball came to rest in its vacinity but did not interfere with the player's swing or stance but was in his line of play. Could the player have removed part of the fence, which is readily movable, in order to improve his line of play?
